केंद्रीय मंत्री स्मृति ईरानी ने 2014 में जबसे अमेठी के सांसद राहुल गांधी को कड़ी टक्कर देते हुए उनकी जीत का अंतर घटा दिया तभी से वह कांग्रेसी नेताओं और उनके वफादारों को कांटे की तरह चुभ रही हैं। इस संसदीय क्षेत्र की जरूरतें पूरी करने की दिशा में पिछले पांच वर्षों में उन्होंने जिस शिद्दत से काम किया है उसकी बेमन से स्वीकृति के रूप में ही कांग्रेस अध्यक्ष ने सुदूर केरल में अपने लिए सुरक्षित निर्वाचन क्षेत्र वायनाड का रुख किया है। इस जुझारू महिला के प्रति कांग्रेस की खीझ को आसानी से समझा जा सकता है क्योंकि राहुल के वायनाड गमन को इस बात की मौन स्वीकृति के रूप में देखा जा रहा है कि वह अमेठी में हार सकते हैं।
इसी खीझ मिटाने के लिए कांग्रेसियों ने ईरानी की शैक्षिक योग्यता के संबंध में पुराने विवाद का सहारा लेकर उनका मजाक उड़ाना शुरू किया है। हालांकि इस बात का चुनाव परिणामों पर शायद ही कोई असर हो। वर्तमान चुनावों में चुनाव आयोग को दिए हलफनामे में ईरानी ने कहा है कि स्कूल ऑफ ओपन लर्निंग (कॉरेस्पोंडेंस), दिल्ली विश्वविद्यालय, दिल्ली से कॉमर्स में उनका तीन साल का डिग्री कोर्स “अपूर्ण” था। पाठ्यक्रम का प्रथम वर्ष पूरा करने के बाद ही उनकी पढ़ाई छूट गई थी। राज्यसभा सदस्य ईरानी ने 2017 में राज्यसभा चुनाव के समय पेश हलफनामे में भी इसी तरह की घोषणा की थी।
लेकिन 2014 में अमेठी से चुनाव लड़ते हुए उन्होंने हलफनामे में केवल “बैचलर ऑफ कॉमर्स पार्ट -1, स्कूल ऑफ ओपन लर्निंग (कॉरेस्पोंडेंस) दिल्ली विश्वविद्यालय, 1994” लिखा था। मुसीबत यह है कि कोई भी विश्वविद्यालय अपूर्ण डिग्री को मान्यता नहीं देता है। इससे पहले, 2004 में, कांग्रेस नेता कपिल सिब्बल के खिलाफ दिल्ली के चांदनी चौक से चुनाव लड़ते हुए पूर्व अभिनेत्री ने अपनी शैक्षिक योग्यता बैचलर ऑफ आर्ट्स, 1996, दिल्ली विश्वविद्यालय (स्कूल ऑफ कॉरेस्पोंडेंस) दिखाई थी।
प्रत्याशित रूप से कांग्रेस ने अपनी योग्यता तय करने में उनकी असमर्थता का खूब मजाक उड़ाया। कांग्रेस प्रवक्ता प्रियंका चतुर्वेदी ने एक मशहूर धारावाहिक, जिसमें ईरानी ने काम किया था, की तर्ज पर चुटकी लेते हुए कहा था कि, ” नया धारावाहिक ‘क्योंकि मंत्री भी कभी ग्रेजुएट थी’ आने वाला है।”
निर्वाचन आयोग द्वारा उम्मीदवारों द्वारा की जाने वाली घोषणाओं में पारदर्शिता और सत्यता के मामलों में पहले से ज्यादा कठोरता अपनाये जाने के कारण आने वाले दिनों में ऐसी गलतियां महंगी साबित हो सकती हैं। लेकिन, यही वजह है कि कांग्रेस इस मामले को ज्यादा ईमानदारी के साथ आगे बढ़ाने की हिम्मत नहीं करती। उल्लेखनीय है कि पूर्व कांग्रेस अध्यक्ष सोनिया गांधी को भी उनकी शैक्षणिक योग्यता के मामले में गलत पाया गया था। बेलौस सुब्रमण्यम स्वामी ने यह मुद्दा लोकसभा अध्यक्ष के सामने उठाया था जिसके बाद मजबूर होकर सोनिया गांधी को स्पष्टीकरण जारी करना पड़ा था।
स्वामी ने नई सहस्राब्दी के शुरुआती सालों में कभी कैम्ब्रिज विश्वविद्यालय भ्रमण के दौरान संयोगवश पता लगा लिया था कि सोनिया गांधी उस विश्वविद्यालय की पूर्व छात्रा नहीं थीं। उन्होंने विश्वविद्यालय से यह स्पष्टीकरण लिखित रूप में हासिल किया था और उसे ही लोकसभा अध्यक्ष के सामने पेश किया था। अपने चुनावी हलफनामे में शैक्षिक योग्यता के बारे में गलत जानकारी देने की बात साबित होने पर सोनिया गांधी को मजबूरन स्वीकारना पड़ा था कि उन्होंने ब्रिटेन के कैम्ब्रिज कस्बे में स्थित लेनोक्स कुक स्कूल से केवल अंग्रेजी भाषा में प्रमाण-पत्र पाठ्यक्रम पूरा किया था। उन्होंने दावा किया था कि हलफनामे में “विश्वविद्यालय” शब्द टाइपिंग की त्रुटि थी।
कांग्रेस को पार्टी अध्यक्ष राहुल गांधी की शैक्षिक योग्यता के बारे में भी रक्षात्मक रुख अपनाना पड़ा है। कांग्रेस ने जब स्मृति ईरानी का मजाक उड़ाया तो वित्त मंत्री अरुण जेटली भी यह कहते हुए मैदान में आ गए कि राहुल गांधी की डिग्री में भी कुछ गड़बड़ है क्योंकि उन्हें “बिना मास्टर डिग्री के” एम.फिल. मिला था। राहुल गांधी ने भी अपने चुनावी हलफनामों में विरोधाभासी दावे किए हैं। 2009 के अपने हलफनामे में उन्होंने कहा था कि उन्होंने 1995 में कैम्ब्रिज विश्वविद्यालय के ट्रिनिटी कॉलेज से विकासात्मक अर्थशास्त्र में एम.फिल. डिग्री हासिल की थी। परंतु, विश्वविद्यालय का प्रमाण पत्र बताता है कि उन्होंने जिस पाठ्यक्रम और अवधि का दावा किया था, वे दोनों ही गलत थे।
चुनाव सुधारों के क्रम में शायद यह आवश्यक सुधार होगा कि उम्मीदवार अपने मूल प्रमाणपत्रों की चुनाव आयोग कर्मियों से भौतिक जांच कराएं। जेटली के आरोपों पर कांग्रेस का दावा है कि “कैम्ब्रिज विश्वविद्यालय स्नातक कक्षा के बाद भी सीधे एम. फिल. डिग्री में प्रवेश देता है…”
वैसे भारतीय राजनेताओं का अपनी डिग्री के बारे में “भ्रमित” होना कोई अजूबा नहीं है। पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने एक बार ईस्ट जॉर्जिया विश्वविद्यालय से पीएच.डी. करने का दावा किया था। बात बस इतनी सी है कि दुनिया में ऐसा कोई विश्वविद्यालय नहीं है। लेकिन, भारतीय कम्युनिस्ट पार्टी (मार्क्सवादी) को सत्ता से निकाल बाहर करने के बाद उनके इस मामले को भुला दिया गया।
इस मामले में सबसे मजेदार स्थिति आम आदमी पार्टी की है जो देश भर में भ्रष्टाचार-विरोधी आंदोलन की लहरें पैदा करने के बाद दिल्ली की सत्ता में पहुंची थी। दिल्ली के पूर्व कानून मंत्री जितेन्द्र तोमर पर फर्जी तरीके से स्नातक और कानून की डिग्रियां हासिल करने का आरोप लगा था। जब उन्होंने इन आरोपों को झुठलाने की कोशिश की तो दो विश्वविद्यालयों,एक बिहार का और एक उत्तर प्रदेश का, ने दिल्ली उच्च न्यायालय में शपथ-पत्र दिया कि उन्होंने तोमर को वे डिग्रियां नहीं दी थीं जिनका वह दावा कर रहे थे। इसके बाद उन्हें पद छोड़ने के लिए मजबूर होना पड़ा था।
वैसे, चुनाव लड़ने और कोई पद हासिल करने के लिए डिग्रियों का होना कोई आवश्यक शर्त नहीं हैं, और न ही यह किसी पद पर अच्छे कामकाज की कोई गारंटी है। इंदिरा गांधी शांतिनिकेतन में एक साल (1934-35) पढ़ी थीं। इसके बाद वह इंग्लैंड के सॉमरविले कॉलेज, ऑक्सफोर्ड, भी गईं लेकिन बीमारी के कारण उन्होंने वहां की पढ़ाई छोड़ दी। बाद में कांग्रेस पार्टी की अध्यक्ष और भारत की प्रधानमंत्री के रूप में काम करते हुए उनके पास बीमारी कभी फटकी भी नहीं क्योंकि वह अपनी मूलवृत्ति के अनुरूप काम में लगी हुई थीं।
राजीव गांधी को इंजीनियरिंग की पढ़ाई के लिए इंग्लैंड के ट्रिनिटी कॉलेज, कैम्ब्रिज में भर्ती कराया गया था, लेकिन उन्होंने पाठ्यक्रम पूरा नहीं किया। इसके बाद वे इंपीरियल कॉलेज, लंदन गए, लेकिन एक साल के बाद उन्होंने वहां भी पढ़ाई छोड़ दी। फिर, वह हवाई जहाज उड़ाना सीखने गए और पायलट की डिग्री लेने में कामयाब रहे। एक हवाई दुर्घटना में अपने भाई की मौत और उसके बाद उसकी मां की हत्या से मजबूर होकर उनका राजनीतिक करियर शुरू हुआ था। और, भरोसे के साथ कहा जा सकता है कि किसी हाल में कोई डिग्री उन स्थितियों को बेहतर बनाने में मददगार नहीं होती।

From the time she gave Amethi MP Rahul Gandhi a run for his money in 2014, sharply curtailing his victory margin, Union Minister Smriti Irani has been a thorn in the flesh of the Congress party leaders and their loyalists. Her tenacity in nurturing the constituency in the past five years won grudging acknowledgement from the Congress president who sought a safe sanctuary in faraway Wayanad in Kerala. As this has been widely perceived as a tacit admission that Gandhi could lose in Amethi, the Congress is understandably peeved with the combative lady.
The old controversy over Irani’s educational qualifications has come handy to mock her, though this has little bearing on the election itself, or its outcome. In her affidavit to the Election Commission for the current elections, Irani stated that her three-year degree course in Commerce, from the School of Open Learning (Correspondence), University of Delhi, Delhi, was “not completed”. She had dropped out after completing the first year. Irani made a similar declaration in her 2017 affidavit to the Rajya Sabha, where she is a member.
However, in 2014, when contesting in Amethi, she merely said: “Bachelor of Commerce Part-1, School of Open Learning (Correspondence) University of Delhi, 1994”. The trouble is that no university recognizes a partial degree. Previously, in 2004, contesting from Delhi’s Chandni Chowk against Congress leader Kapil Sibal, the former actress stated that her educational qualifications were Bachelor of Arts, 1996, Delhi University (School of Correspondence).
Unsurprisingly, Congress made fun of her inability to decide her own qualifications. Spokesperson Priyanka Chaturvedi joked, “A new serial is coming, ‘Kyunki Mantri Bhi Kabhi Graduate Thi’,” an allusion to a hit serial in which Irani starred some years ago.
With the Election Commission raising the bar on transparency and veracity in the declarations by candidates, such mistakes will prove costly in coming days. But the reason why Congress does not dare to pursue this matter more earnestly is because former president Sonia Gandhi was caught on the wrong foot in the matter of her educational qualifications. The irrepressible Subramanian Swamy took up the issue with the Lok Sabha Speaker and Sonia Gandhi was forced to issue a clarification.
Sometime in the early 2000s, Swamy accidentally discovered during a visit to Cambridge University that Sonia Gandhi was not an alumna of the varsity. He managed to get this clarification in writing, and presented the same to the Speaker. Caught on the wrong foot regarding her election affidavit about her educational qualifications, Gandhi was forced to admit that she merely had a certificate in English language from the Lennox Cook School in the town of Cambridge, UK. She claimed that the word “university” was a typographical error.
Congress has also been on the defensive regarding party president Rahul Gandhi’s educational qualifications. When Congress poked fun at Smriti Irani, Finance Minister Arun Jaitley jumped into the fray alleging that something was amiss in Rahul Gandhi’s degrees as he had got an M.Phil. degree “without a Master’s degree”. Rahul Gandhi too, has made contradictory claims in his election affidavits. In his 2009 affidavit, he stated that he obtained an MPhil from Trinity College of the University of Cambridge in 1995, in Developmental Economics, but the University certificate indicates that both the name of the course and duration he claims he studied for was wrong.
Perhaps a necessary electoral reform is that candidates carry their original certificates along for personal scrutiny by the Election Commission staff. In this round, however, the Congress had the last word, claiming, “Cambridge offers M Phil straight from undergrad…”
Politicians getting “confused” about their degrees is not unknown in India. West Bengal chief minister Mamata Banerjee once claimed to have a Ph.D. degree from East Georgia University. Only there was no such university. But the matter was forgotten after she routed the Communist Party of India (Marxist).
But the party that takes the cake is the Aam Aadmi Party that rose to power in Delhi on the strength of an anti-corruption movement, and made waves nationwide. Former Delhi Law Minister Jitender Tomar was accused of forging his college and law degrees. Even as he tried to dodge the allegations, two universities, one in Bihar and one in Uttar Pradesh, attested in Delhi High Court that they had not awarded him the degrees he claimed to have from them. He was forced to step down from office.
Degrees are not prerequisites for contesting elections and securing office, and are no guarantee of performance in office. Indira Gandhi was at Santiniketan for a year (1934-35). She also went to Somerville College, Oxford, UK, but dropped out after claiming illness. As Congress party president and later as Prime Minister of India, she never had a day of sickness as she had found her calling.
Rajiv Gandhi was admitted to Trinity College, Cambridge, UK, to study engineering, but did not complete the course. He then went to Imperial College, London, but left after a year to learn flying, and managed to get his pilot’s degree. His political career, forced by the death of his brother in a flying accident, and then by the assassination of his mother, was tumultuous. And no, a degree would not have made it better.
